The Graduated Driver License (GDL) program in Hawaii is designed to gradually introduce the responsibility and freedom of having a driver license to those individuals under the age of 18. It breaks the process into three parts. The first is the instruction permit, which allows you to drive while supervised by a person that is 21 years old and has a driver’s license. The second, or provisional license, phase allows you to drive unsupervised so long as it is not between the hours of 11 pm and 5 am. The final stage is the full driver’s license, which ends the GDL program.
